美国:南海纠纷属于国际关注事务

Disputes in the South China Sea were of international concern, Robert Gates, US defence secretary, said yesterday, highlighting the rising tensions between Washington and Beijing over security in Asia.

Speaking in Hanoi, Mr Gates said Washington had a strong interest in maritime security in Asia, rejecting Beijing’s view that the territorial rows that have flared up in the past two years should be resolved with its neighbours bilaterally.

―We need multilateral institutions in order to confront the most important security challenges in the region,‖ he said in a speech at Vietnam National University.

But despite their differences, Mr Gates accepted an invitation from Liang Guanglie, the Chinese defence minister, to visit Beijing early next year, resuming a high-level military dialogue suspended by Beijing since the start of the year over US arms sales to Taiwan.

Mr Gates and Mr Liang met ahead of a key regional security summit in the Vietnamese capital today.

Regional tensions have been rising over a more aggressive diplomatic posture adopted by Beijing over its claims to the disputed Paracel and Spratly Islands – all or parts of which are also claimed by Brunei, Malaysia, the Philippines, Taiwan and Vietnam. China also recently clashed with Japan over disputed island territories.

Hillary Clinton, US secretary of state, angered Beijing in July by insisting that the dispute over the South China Sea was of strategic importance to Washington and offering to act as a mediator. Mr Gates and his Chinese counterpart did not discuss the matter during their meeting, according to Guan Youfei, a Chinese rear admiral and deputy director of the defence ministry’s foreign affairs office.

He said the meeting was ―very short but also very candid and constructive‖ and ―an important consensus was reached‖ on the need to ―strengthen dialogue and communication and promote understanding and trust‖.

Adm Guan said that the ―strange, on again, off again cycle‖ in US-China military relations was largely the result of US arms sales to Taiwan.

He added that ―the situation in the South China Sea is stable‖ and that it ought not to be discussed at the Hanoi summit. Defence ministers and officials from the 10 member countries of the Association of Southeast Asian Nations will meet their counterparts from Australia, China, India, Japan, New Zealand, South Korea, Russia and the US in Hanoi today – the first regional security meeting to involve such a broad range of high-level participants.

. More than half the world’s richest self-made women are Chinese, thanks partly to the availability of cheap childcare, according to the Hurun Report, which compiles information on the wealthiest Chinese.

Zhang Yin, 53, the Chinese head of a recycled paper company, Nine Dragons Paper, ranks as the wealthiest self-made woman on earth with an estimated personal fortune of $5.6bn. Wu Yajun, 46, of Longfor Property, comes in second with $4.1bn and Chen Lihua, 69, of Fuhua International, a Hong Kong conglomerate, ranks third with $4bn.

The richest non-Chinese is Spaniard Rosalia Mera of Zara, the fashion house, with $3.5bn, and two others who made their fortunes in fashion: Doris Fisher for Gap is eighth and Giuliana Benetton of Benetton is 11th.

Oprah Winfrey, the US television show host, ranks ninth with $2.3bn.

Nandani Lynton, of the China Europe International Business School in Shanghai, identified political and social factors for making a scrap paper lady from China richer than the doyennes of Zara, Gap, Benetton and Ebay.

―Mao made an incredible difference when he said women hold up half the sky, since then it has been assumed that all women in China will work,‖ Ms Lynton said.

Chinese women are also among the most ambitious on earth, according to a study from the Centre for Work-Life Policy in New York, which found 76 per cent of women in China aspired to top jobs, compared with 52 per cent in the US.

Working mothers in China and other Bric countries ―are able to aim high, in part because they have more shoulders to lean on than their American and European peers when it comes to childcare‖, the centre noted. With an average work week of 71 hours for Chinese women, cheap childcare is essential, and in China is often provided by grandparents – four for every only child.

Nandani Lynton, of the China Europe International Business School, noted that it was not just the availability of cheap or free childcare but also the absence of any stigma attached to using it that helped Chinese women dominate the global rich lists.

Another strange twist in the mix is that the Sasakawa Japan-China Friendship Fund is under the controlling umbrella of the Nippon Foundation. The giant philanthropic organization founded by former parliamentarian and businessman Ryoichi Sasakawa funds everything from agricultural education in Africa, elderly assistance programs in Japan, to more controversial projects on the home front dyed with right-wing interests. The charity came under the microscope in 2005 when it became embroiled in another Japan-China territorial squabble. Nippon Foundation tried to find ways to support Japan's claim to the disputed Okinotori islet, which sits about 1,700 km south of Tokyo in the Philippine Sea, considered a sweet spot from a military perspective.
