希拉里健康问题如何影响美国大选

岁月真是不饶人啊。想当年“9·11”时，希拉里作为参议员跑前跑后，赢得了很好的口碑，那年她54岁。而今年的“9·11”十五周年纪念日，年近69岁的希拉里却因身体不适而提前“早退”，引发了对于她健康问题的诸多猜测。
从现场视频看到，希拉里是颤颤巍巍地被扶上车的，情况看似非常不妙。一时间，舆论哗然，各种猜测旋即涌了出来，有说帕金森症的，有说癫痫的，有说言语障碍症的，总之，只要有一项坐实，希拉里选情就危急了。毕竟，选民是很难相信一个身患重症的人能够治理好国家的。
有人或许会拿出小罗斯福总统坐着轮椅进白宫的例子，毕竟，当年富兰克林·罗斯福总统是身患小儿麻痹症之后被选上总统的。问题是，两者不可同日而语。小儿麻痹症后遗症并不影响人的心智，也不影响领导人进行决策，而事实证明，小罗斯福总统在白宫期间所展示的智慧与胆识，绝对比大多数正常人都强太多，可谓将“狮子与狐狸”（马基雅维利《君主论》里对于领导者的定位）特质完美集于一身的人，情商之高，至今没有哪位美国政治家能望其项背。
希拉里的情况却不同。且不说没有当时那种危机状态（小罗斯福时代先是经济危机，后是二战）之下民众不拘一格选英才的背景，而且希拉里的能力与小罗斯福相比恐怕差的不是一星半点，其多数情况下高达60%多的不受欢迎率就很能说明问题。更为致命的是，如果人们的猜测属实，有这样严重的病情，是会严重影响一个人的判断力和执政力的，是万万不能让人放心得下的。
希拉里团队及民主党方面，显然意识到危机来临。事实上，关于希拉里健康问题的忧虑一直存在，此前希拉里也有过疑似患病的状态，如果不能尽快澄清此事，打消选民的顾虑，原本看上去板上钉钉的希拉里的白宫之旅，很可能就要作罢了。为此，希拉里方面可能会在四个方面进行“危机公关”。
一是转移视线。针对人们关于帕金森症等严重病情的猜测，希拉里团队可能要将此番“不适”说成急症，而不是慢性重症。因而，希拉里的医生丽萨·巴达克便出来表示：希拉里被诊断患有肺炎，但目前恢复得很好。对的，只有肺炎这样的急症才能既说明问题，也能消去人们关于慢性重症的猜疑。
二是尽快公布希拉里的健康状况信息。最新的消息是，民主党竞选阵营的发言人表示，本周将公布更多关于希拉里健康状况的医疗信息，以证明其身体无碍，希望借此打破共和党总统候选人特朗普称希拉里因健康状况不适合当选总统的“阴谋论”。当然，医疗信息的真实性还需要对方阵营及第三方核实，毕竟，收买几个医生并不难，有选择性地公布信息，也是美国媒体与政客的惯常做法。
三是希拉里需要在近期的大选辩论中证明自己，并且在此后的亮相中不能再出现类似的窘况。美国总统大选的辩论，是两名候选人非常关键的亮相，希拉里需要用出色的表现，包括稳定的健康状态打消人们的顾虑。而在此后的公开亮相中，希拉里都需要提前做好健康状况的测试和准备，如果身体不适，则要果断找出合理借口推迟亮相。
四是继续操控媒体，对希拉里进行正面宣传，同时对特朗普进行妖魔化宣传。过去一段时间，美国媒体对特朗普全方位的妖魔化还是起到了一定作用，只要美国媒体与希拉里团队携手继续大力妖魔化特朗普，特朗普的“政治生命”也许就会被如期毙掉。纵观半个世纪的美国大选，美国媒体的倾向性从未如此明显和偏颇，但这也说明克林顿家族势力庞大到“细思极恐”的地步。
有了这种媒体话语权，任何有关希拉里的负面消息都会被轻松洗白，有关特朗普的都会被无限放大。这场大选如果不是希拉里健康问题的“插曲”，事实上早已结果内定了。

报道称，尽管特朗普声称身体健康却没有可靠文件证明，这些问题也适用于他--就像适用于任何获得提名的总统候选人一样。而希拉里和特朗普都是美国历史上年龄最大的提名人。
我们都知道，如果一名现任美国总统或当选总统疾病严重或死亡，副总统接替。
但是，如果一位提名人疾病严重，无法继续竞选怎么办？
美国宪法对于总统和副总统有规定，但没有具体说明如果提名人需要请病假时应当如何。
最接近的答案在于相关政党--两者都有挑选替换人选的规则。 民主党内任何人都可争夺提名
如果希拉里不能继续竞选或退出，民主党全国委员会必须填补她的空缺。根据党章，民主党将举行特别会议，官员投票。获多数票者赢得提名。但是，民主党却没有规定谁能投票。
那就是说，在替补投票时，希拉里的竞选伙伴提姆·凯恩(Tim Kaine)并不受到特别关注，桑德斯或副总统拜登也都没有什么特权。
就规则而言，民主党内任何人都可争夺提名。
共和党程序更为模糊 或再次召集全国代表大会
共和党全国委员会的程序就更为模糊。如果特朗普的健康恶化并退出，共和党官员可以挑选他们自己的替代人选或者再次召集2472名全国代表参加的大会。再一次得到多数选票的人成为新提名人。副总统候选人再次得不到特别关注。如果任何一名候选人因为其它原因而退出，也将出现同样情况。
即使有那些成文规则，过程也令人猜疑，因为它从来没有变成必不可少的规则。总统提名人从来没有因为健康原因退出竞选，当选总统也从来没有因为病情严重而不能入主白宫。
报道评论称，更糟的是，两党程序可能同各州选举法相冲突，尤其是这些假定的病假距离大选如此接近时。
正如宾夕法尼亚州前州长伦德尔(Ed Rendell)指出，有些州允许已辞职或死亡的候选人继续出现在选票上。例如，密苏里州长卡纳翰(Mel Carnahan)在投票之前不到一个月死亡，他仍然赢得参议员选举。 他说，还不清楚这些法律同两党规则如何协调。伦德尔说，显然那个程序很不理想。
